Missouri proposes toughest citizen-initiative amendment standard
Missouri’s proposed Amendment 4 would require any citizen‑initiated constitutional amendment to win a majority of votes in all eight of the state’s congressional districts, rather than a simple statewide majority. The measure will appear on the Aug. 4 primary ballot and, if adopted, would set a higher bar than any other state’s initiative process.

They note that recent Missouri voter‑approved amendments have expanded abortion rights, legalized marijuana and sports betting, and broadened Medicaid coverage, all of which would have failed under the new rule.
