Missouri Voters Face Multiple Constitutional Amendments on August Ballot

Missouri voters will decide several constitutional amendments in the August election. Amendment 4 would raise the threshold for future citizen‑initiated measures, requiring not only a statewide majority but also majorities in each of the state’s eight congressional districts. Proponents say the change is needed to curb out‑of‑state money and petition fraud, while critics argue it limits direct democracy.

Amendment 3, also on the ballot, seeks to restore more restrictive abortion protections and limit gender‑transition procedures for minors. Supporters present it as a return to “family values,” whereas opponents view it as an attack on reproductive rights.

At the same time, Amendment One proposes extending the state’s one‑tenth‑of‑a‑percent sales tax that funds parks, soil and water conservation. The tax currently generates about $136 million a year, split evenly between the state park system and conservation districts, and has been renewed by voters every decade since its inception in 1984.
