Missouri Voters Oppose Amendments 4 and 5 Ahead of Aug. 4 Ballot

Missouri voters will decide on two constitutional amendments on the August 4, 2026 ballot. Amendment 4 would overhaul the state’s petition process, requiring initiatives to win a majority in all eight congressional districts, which could let a small minority block measures supported statewide. Amendment 5 would allow the General Assembly to raise sales taxes on all goods and services, shifting revenue from the individual income tax to a more regressive sales tax that disproportionately impacts seniors, low‑income families and working Missourians.

Advocacy groups and local letter‑writers urge a “No” vote, warning that the changes would weaken citizen‑initiated checks on legislators, increase financial burdens on residents, and concentrate power with well‑funded interests.
