Missouri voters to decide on several statewide ballot amendments
Missouri voters will face several statewide ballot issues during the November general election, addressing significant policy shifts regarding reproductive rights, gender-affirming care, and legislative authority.
Amendment 6 proposes a fundamental change to the balance of power between voters and the state legislature. If passed, it would prevent lawmakers from unilaterally amending or repealing laws enacted through the initiative process. Instead, a supermajority of 80% in both the House and Senate would be required to propose changes, which would then be sent back to voters for a statewide election. Supporters argue this provides high-level protection for voter-initiated measures, while opponents suggest it could limit the government's ability to respond to necessary legal changes.
Amendment 3 seeks to repeal the 2024 voter-approved amendment that provided reproductive healthcare rights, including abortion access through fetal viability. A successful vote for Amendment 3 would allow for legislation to regulate abortion, with exceptions for rape, incest (under twelve weeks), emergencies, and fetal anomalies. Additionally, Amendment 3 would prohibit gender transition procedures for minors by enshrining the ban in the state constitution.
