MLB talent pipeline in Dominican Republic faces investigation over recruiting practices
An investigation by ProPublica has revealed systemic issues within the Major League Baseball (MLB) talent pipeline in the Dominican Republic. The report alleges that MLB teams circumvent regulations by making verbal agreements with Dominican prospects as young as 11 years old, years before they are legally eligible to sign professional contracts at age 16.
These informal arrangements often involve families accepting advanced payments from lenders and coaches. These loans frequently carry extremely high interest rates, described as usurious, which significantly deplete the players' eventual signing bonuses. In one case, player Belfi Rivera, who signed a $1.8 million bonus with the Arizona Diamondbacks, was left with only $196,000 after debts were settled. Experts estimate that up to $500 million has been diverted to lenders and coaches through such practices.
The investigation also highlights the involvement of local lender Santo Caraballo, who has been linked to former MLB star David Ortiz. Ortiz issued a statement through his lawyer denying that he authorized Caraballo to use his name to build trust with families. While MLB teams sign roughly 450 Dominican players annually, fewer than 10% successfully reach the Major Leagues.
