Mónica Soto Fregoso resigns as TEPJF magistrate

Mónica Soto Fregoso has resigned from her position as a magistrate of the Superior Chamber of the Federal Electoral Tribunal (TEPJF). Her resignation, which she announced during the National Meeting of Electoral Magistrates 2026, was formally submitted to the Senate and approved by the Permanent Commission of the Congress of the Union with 26 votes in favor and 5 against.

Soto Fregoso, who has worked in the justice and electoral systems for approximately 30 years, stated that her decision was to “conclude a cycle” and fulfill family commitments. Although she was originally elected for a nine-year term ending in October 2025, recent constitutional and judicial reforms had extended the tenure of current magistrates until 2028. Her departure will be effective as of August 31, 2026.

The resignation has raised concerns among electoral officials and legislators. Deputy Kenia López Rabadán emphasized the need to fill the resulting vacancies before the next electoral process to ensure institutional certainty. Additionally, INE counselors expressed concern that the departure, combined with a previous vacancy, leaves the Superior Chamber with only five of its seven magistrates, potentially reducing the body's ability to act as a balanced collegiate organ.
