Hezbollah Secretary-General Naim Qassem has formally rejected a US-mediated framework agreement between Lebanon and Israel, signed on June 26. Qassem characterized the deal as ‘illegitimate, unlawful, and humiliating,’ arguing that it undermines Lebanese sovereignty and fails to secure the withdrawal of Israeli forces or a permanent ceasefire.

The proposed agreement aims to have the Lebanese army regain control of southern Lebanon, contingent upon the disarmament of Hezbollah through the establishment of ‘pilot zones’ and a verification commission. Qassem explicitly refused to accept these pilot zones or the oversight mechanism, stating that the group will not surrender its infrastructure or weapons.

Hezbollah maintains that it adheres to the November 27, 2024 agreement under UN Resolution 1701 and rejects any alternative formula. Meanwhile, Iranian officials have weighed in on the regional implications. Mohsen Rezaei, Secretary of Iran’s Supreme National Security Council, stated that Lebanon’s security is vital to West Asian stability and noted that Tehran’s conditions for any US agreement include ending conflicts in Lebanon, Gaza, and Syria.

Despite the framework agreement, Israeli military activity continues in southern Lebanon, with reports of airstrikes and demolitions in provinces like Nabatieh. Lebanese authorities report that the ongoing conflict has resulted in over 4,300 deaths.
