Mojkovac Municipality faces legal dispute over commissioner appointment

Lawyer Artan Kurti, representing Mojkovac Mayor Vesko Delić, has requested a legal justification from the Montenegrin government regarding the Ministry of Public Administration's proposal to appoint a commissioner for the municipality.

The dispute centers on whether Delić's mandate has legally terminated following a court ruling. The Appellate Court confirmed a verdict finding Delić guilty of abuse of official position for appointing heads of communal police and emergency services in 2022 without a public competition and despite them not meeting legal requirements.

The Ministry of Public Administration maintains that the finality of the suspended sentence means Delić's mandate ended by law. However, Delić has filed a constitutional appeal with the Constitutional Court of Montenegro seeking a review of the convictions. The Ministry is currently awaiting a proposal from Prime Minister Milojko Spajić to appoint a commissioner to perform the mayor's duties.
