Moldova advances private forestry expansion and aviation emission reporting

The Moldovan Ministry of Environment is preparing new support mechanisms to grow the country's forested area through private ownership. Under the revised Forest Code, landowners can establish private forests on non‑high‑productivity soil, provided they submit a ten‑year management plan. Consultant Adrian Scutelnic explained, “The current Forest Code, unlike the old one, creates the conditions necessary to develop a private sector in forestry,” and added, “To create a private forest only a piece of land is needed; the only limitation is that it must not be high‑productivity agricultural land.” Financial incentives, such as subsidies, will be tied to officially transferring land into the forest fund.

In parallel, Moldova is introducing a monitoring system that obliges aviation operators to report their emissions. Collected and verified data will allow authorities to assess the sector’s environmental impact more accurately and to devise measures for pollution reduction, aligning the country with European standards.
