Moldova and Romania implement new e-commerce import tax regulations

New regulations regarding international postal shipments and e-commerce taxation are set to impact consumers in Moldova and Romania.

In Moldova, a new draft regulation aims to modify the declaration, customs clearance, and control of international mail. Starting October 1, 2026, a new taxation mechanism for goods purchased from foreign e-commerce platforms will be introduced. While non-commercial shipments for individuals under 150 euros will maintain an import tax exemption, authorities will monitor the frequency of these shipments. Identical goods arriving at the same destination more than once every two weeks may be deemed ineligible for the exemption.

In Romania, following European Union Council reforms, small parcels ordered from outside the EU—including those from platforms like Temu and Shein—will face a processing fee by November 1, 2026. This will be applied in addition to a temporary customs fee. From July 1, 2026, packages valued under 150 euros entering the EU will incur a temporary customs fee starting at 3 euros, calculated based on the number of different tariff categories within the shipment. For example, a package containing items from three distinct categories would incur a 9 euro fee.
