Moldova electronic monitoring system under scrutiny after fatal crime

The electronic monitoring system in Moldova has faced intense scrutiny following a fatal crime in Măgdăcești, where a man killed his wife despite being under a court-ordered protection mandate. The perpetrator was wearing an electronic bracelet that reportedly failed to transmit a signal before the attack and subsequently disappeared.

Investigations reveal that the National Probation Inspectorate has consistently awarded contracts for monitoring equipment to the same company, Infoexpres SRL, since 2019. In July 2026, the agency awarded a new contract worth approximately 1.6 million lei to Infoexpres, which was the sole bidder for 200 monitoring devices.

The Association for Efficient and Responsible Governance (AGER) has previously raised concerns regarding these procurement processes, noting that technical requirements appeared to limit competition. Legal experts have also highlighted a shortage of available devices, noting that many domestic aggressors remain unmonitored despite active protection orders.
