The Moldovan Parliament approved an amendment on 28 July that extends the deadline for localities to initiate voluntary amalgamation to 31 July and to complete the process by 1 September. After that date the procedure will be suspended until the first round of parliamentary elections in 2027.

Parliamentary President Igor Grosu warned that opposition deputies were spreading misleading messages that the reform lacked financial incentives, and said about 80 mayors have already received such incentives. He called on the Congress of Local Authorities of Moldova (CALM) to provide correct information to citizens.

CALM has asked for a postponement of the 31 July deadline, arguing that the amalgamation concept has not yet been approved by a normative act and that an amendment (nr 235, registered 23 July) imposes a moratorium on voluntary amalgamation hidden inside an ethics‑law bill. The congress criticises the lack of consultation and claims the amendment pressures local officials. The new deadline therefore gives localities one extra month to finalize the amalgamation process.
