Moldova faces rising pressure from surge in foreign labor

Moldova is experiencing a significant surge in foreign labor recruitment, creating logistical and regulatory challenges for authorities. According to Dumitru Lazar, head of the General Inspectorate for Migration, more than 6,300 foreign citizens were documented for employment purposes by September 1, 2026, surpassing the total of approximately 4,300 recorded throughout 2025.

This influx has highlighted critical issues regarding worker welfare and housing. During parliamentary hearings, employers noted that finding affordable accommodation is a major obstacle, as local dormitories are overcapacity and apartment rentals are expensive. Proposed solutions include legislative changes to allow the use of hostels and non-residential spaces for collective housing, as well as the development of modular housing neighborhoods.

Additionally, migration authorities are addressing concerns regarding wage integrity. While some employers offer high salaries, many contracts submitted to the Inspectorate list remuneration below 10,000 lei. Authorities have also identified instances where employers reduced salaries or switched workers to part-time schedules after documentation was processed. New legislative changes now require employers to maintain the minimum salary level throughout the entire employment period to prevent such practices.
