Moldovan farmers seek extended grain import licensing

The Forța Fermierilor association is calling for the extension of the import licensing mechanism for cereals and oilseeds in Moldova until at least the end of the year. The group argues that blocked exports through Ukrainian ports and Russian attacks on infrastructure have driven Ukrainian grain prices below cost, potentially destabilizing the Moldovan market. They warn that the expiration of current licensing on October 31 could harm small and medium-sized producers.

Simultaneously, the Moldovan government has proposed a VAT reform that may impact the agricultural sector. The proposal includes maintaining a reduced 8% VAT rate for wheat, corn, and sunflower until 2028, while increasing the rate to 12% for barley, rapeseed, and most other agricultural products. Concerns have been raised regarding the lack of clear timelines for farmers to recover accumulated VAT.

In energy matters, Ukraine’s ambassador to Chișinău, Paun Rohovei, stated that Ukraine has natural gas surpluses and is prepared to resume exports to Moldova, noting that both nations possess the necessary conditions for energy cooperation.
