Moldova to implement new technical filters to combat caller ID spoofing
The National Regulatory Agency for Communications (ARCOM) has approved a new technical solution to combat telephone fraud in the Republic of Moldova. The measure specifically targets "CLI spoofing," a technique where scammers use falsified caller IDs to make international calls appear as if they are originating from local Moldovan numbers.
To prevent these fraudulent calls—which often impersonate banks, state institutions, or known organizations to steal personal or financial data—operators Moldtelecom, Orange Moldova, and Moldcell will implement an inter-operator mechanism based on a Number Verification API. This system will verify whether an incoming international call displaying a national number actually belongs to the claimed operator.
Currently, operators are utilizing a provisional technical solution that redirects suspicious international calls displaying local numbers to the appropriate licensed operator. ARCOM reports that this interim measure has already significantly increased the number of blocked fraudulent calls.
