Moldova introduces new legal framework for mass media

Moldova has introduced a new legal framework for mass media activity, replacing the previous press law enacted in 1994. The new legislation, published in the Official Gazette, aims to harmonize national laws with European standards, specifically the European Media Freedom Act (Regulation EU 2024/1083).

The law establishes general rules for media service providers and introduces protections for freedom of expression, media pluralism, and editorial independence. It includes specific measures for the protection and safety of journalists, as well as institutional autonomy for media organizations. To increase transparency, a voluntary Register of Ownership and Funding Transparency for media service providers will be established and managed by the Ministry of Culture. This register is intended to facilitate public access to information regarding the ownership structures and primary funding sources of media institutions.

Additionally, the legislation sets benchmarks for evaluating market concentrations to prevent negative impacts on media pluralism. The new provisions will enter into force in six months, providing media institutions and service providers a transition period to adapt to the new requirements.
