Moldova's Voluntary Local Amalgamation Reform Advances with Funding and CALM Opposition
The Government of the Republic of Moldova is proceeding with a voluntary amalgamation reform of local administrations. Eighty‑one municipalities, grouped into 24 clusters, have received the first financial stimulus of 10 million lei, part of an allocation of roughly 170 million lei in the 2026 state budget. By this stage, 175 localities have adopted final decisions to merge, and the process is set to conclude by the legal deadline of 31 July 2026, established under Law no 225/2023 and Government Decision no 925/2023.
The Congress of Local Authorities of Moldova (CALM) has denounced the 31 July deadline as illegal and alleges it is being used to pressure local officials, calling the practice a severe abuse of local autonomy and the rule of law. The State Chancellery responded that the reform follows the legal framework and urged any cases of pressure to be reported. The Liberal Democratic Party of Moldova (PLDM) also demanded a prosecutor’s investigation into the alleged pressures. A second financial incentive is being prepared for 2027, offering 3 000 lei per resident to support infrastructure projects in the merged communities.
The reform aims to reduce the number of very small localities—about 87 % of the 892 existing ones have fewer than 3 000 inhabitants—and to complete the restructuring before the 2027 local elections, with no early elections required for newly formed units.
