Romania records highest EU budget deficit at 9.2% in Q2 2026

Eurostat data reveals that Romania recorded a seasonally adjusted budget deficit of 9.2% of GDP in the second quarter of 2026, the highest among European Union member states. This figure represents a significant increase from the 5.5% deficit reported in the first quarter of 2026.

The Ministry of Finance noted that while the 9.2% figure is the highest in the EU, the country achieved a 1.4 percentage point reduction in its 2025 deficit compared to 2024. Political tension has emerged regarding the calculation methodologies, with former Finance Minister Adrian Câciu seeking clarification on the discrepancy between the cash deficit, estimated at approximately 2% of GDP, and the ESA methodology deficit of 3.8% for the first half of the year.

Other regional economic data from Eurostat highlights a stark contrast within Romania: while the Bucharest-Ilfov region saw a 33% real GDP increase between 2019 and 2024, the Sud-Muntenia and Sud-Vest Oltenia regions experienced contractions of 13.5% and 11.3%, respectively.
