Moldova moves to denounce several CIS agreements

The Parliament of the Republic of Moldova has voted in the first reading to denounce several agreements within the Commonwealth of Independent States (CIS).

One major move involves the denunciation of the 1999 interlibrary loan agreement. The Ministry of Culture argues that the physical exchange of publications is no longer efficient or necessary, as most cooperation has shifted to digital platforms. Officials noted that the National Library of Moldova has only made eight book loans within CIS states in the last five years, making the operational costs of international postal services disproportionate to the practical benefits. The Ministry cited regional geopolitical developments and Moldova's reorientation of foreign priorities as key drivers for this review.

Additionally, the Moldovan government is set to examine a proposal to denounce the CIS agreement regarding cooperation in combating human trafficking, organ, and tissue trafficking.

Separately, the Ministry of Finance has finalized a mechanism for the mutual recovery of tax-related debts, which is intended to take effect upon Moldova's accession to the European Union. This mechanism will apply to various taxes, duties, and fees collected by EU member states or their administrative subdivisions.
