Moldova Parliament Advances Bill to End CIS Publishing Agreement

The Moldovan Parliament approved, in a first reading, a draft law to withdraw from the 1995 Commonwealth of Independent States (CIS) agreement on book publishing, distribution and polygraphy. The proposal, prepared by the Ministry of Culture and the Ministry of Foreign Affairs, argues that the pact no longer serves national interests and is inconsistent with Moldova’s European integration goals.

Supporters cite the war in Ukraine, rising geopolitical tensions and the high cost of physical publication exchanges as reasons to seek more efficient cooperation through EU programmes such as Horizon Europe and Creative Europe. The termination is part of a broader review of CIS treaties and aims to align Moldova’s cultural policy with European standards.
