Moldova adopts fast‑track energy and defence procurement laws as Romania faces road funding shortfall

Moldova's Parliament approved a draft law creating a special coordination mechanism to accelerate the authorisation of strategic energy‑infrastructure projects, aligning the process with EU standards and introducing a single point of contact for permits. In the same legislative session, a new law on defence and national‑security procurement was introduced, setting EU‑aligned contracting rules for weapons, equipment and related services.

In Romania, the National Recovery and Resilience Plan (PNRR) confronts a financing gap of €10‑15 billion for major road projects as the low‑interest (2 %) EU grant window closes in August 2026. Without these funds, the country may have to finance the works at market rates of 6‑8 %, threatening delays on key corridors such as the A7, A8 and A1 highways and adding pressure on the state budget.
