Moldova Parliament approves draft law on cadastral data access

The Parliament has approved a draft law in its first reading that expands access to cadastral information regarding real estate. The proposed amendments to the Law on the Cadastre of Immovable Property aim to facilitate professional activities by allowing specific categories of individuals and institutions to request property data under certain conditions.

Under the new provisions, estate administrators, executors, and custodians will be able to request data concerning the assets of deceased persons. Lawyers and legal interns may also obtain such information if they can demonstrate the purpose and legal basis for the request. Additionally, the Ministry of Defense will gain access to these records to verify eligibility for service housing.

The legislation also introduces regulations for land reparceling, which can be used for infrastructure development and the expansion of localities. This process requires the written consent of all involved owners. While existing cadastral numbers will be preserved, newly formed parcels will be assigned new identification numbers. The project includes measures to protect the rights of individuals whose data is processed while maintaining the principle of cadastral publicity.
