Moldova Parliament passes reforms for Constitutional Court and National Bank

The Parliament of Moldova has passed several legislative measures aimed at judicial transparency and institutional independence. In a second reading, lawmakers approved a bill to reform the selection and appointment process for judges of the Constitutional Court. The new rules, developed following recommendations from the Venice Commission and European Commission experts, aim to create a more transparent and competitive framework. The process will include public consultations, integrity checks, and the publication of candidates' CVs to allow for civil society oversight.

Additionally, Parliament voted to amend laws regarding the independence of the National Bank of Moldova (BNM). This legislation transposes European norms to ensure the central bank and its leadership can exercise their duties without receiving instructions from the Parliament, Government, or other public authorities. The law prohibits direct financing of the public sector by the central bank and limits privileged access to financial institutions, while maintaining the BNM's requirement to report its activities to Parliament.
