Moldova Parliament simplifies renewable energy installation procedures

The Parliament of the Republic of Moldova approved, in a second reading, a legislative initiative aimed at removing administrative barriers for the installation of photovoltaic systems and electric‑energy storage facilities. The new provisions place storage works in the simplified‑regime category and require only electrical‑component project documentation for residential, duplex, block‑building, agricultural, commercial or industrial installations. Installers of solar panels, heat pumps or storage units on roofs, façades or ground will no longer need full construction permits. When projects are located in protected zones or near historic monuments, an opinion from the heritage authorities is still mandatory. The law is intended to speed up green‑energy investments, shorten authorization times and improve access to renewable‑energy solutions for consumers and companies.

The initiative was drafted by a parliamentary working group of the Economy, Budget and Finance Committee, involving representatives of the government and the business community. It also aligns secondary regulations with construction‑authorization procedures, eliminating legislative gaps and divergent interpretations.
