Moldova proposes new funding rules for innovative medical treatments

The Moldovan Government is proposing a new system to evaluate and finance innovative medical treatments, specifically targeting patients with cancer and rare diseases. The project, scheduled for government examination on October 21, aims to establish a unified process for assessing the clinical value and cost-effectiveness of medicines before public funds are allocated.

Under the proposed reforms, the state will implement special rules for serious cases and rare diseases, including direct negotiations with manufacturers. A key feature of the plan is the ability for the state to recover funds if a treatment fails to deliver the promised medical results. The implementation of this new medical technology evaluation mechanism is expected to be completed by 2029.

Currently, the financing of medical technologies is fragmented across different institutions and mechanisms, often lacking uniform criteria or evidence-based decision-making. This has previously led to difficulties for patients seeking compensation for advanced therapies, such as those for spinal muscular atrophy and cystic fibrosis.
