Moldova sees legal challenge to party exclusion and new financing report

The Liberal Democratic Party of Moldova (PLDM) announced that the European Court of Human Rights has registered its complaint (case No. 30421/25) against the Republic of Moldova, alleging that the party was barred from participating in the parliamentary elections scheduled for 28 September 2025.

A separate analysis by the NGO Promo‑LEX revealed that Moldovan political parties are increasingly relying on citizen donations. In 2025, the 38 parties that filed financial reports declared total revenues of about 98.2 million lei, with state budget allocations falling from 84 % in 2023 to 60 % of total income. Donations from individuals and legal entities accounted for roughly 29 million lei, double the amount reported in the previous year. The report also highlighted numerous unreported expenditures, estimating that 33 parties may have hidden costs exceeding 20 million lei each, particularly in office maintenance, telecommunications, media, and volunteer payments.
