Kazakhstan offers crypto tax amnesty to repatriate digital assets
The government of Kazakhstan has adopted a decree to provide a three-year tax amnesty for individuals earning income from digital asset transactions. This measure aims to encourage citizens to declare cryptocurrency holdings and move assets from unregulated or foreign platforms to licensed domestic exchanges.
To qualify for the tax benefits, assets must not be linked to fraud, money laundering, or unauthorized crypto services. Authorities are also exploring the possibility of canceling retroactive tax controls for private investors over the last three years. This strategic shift follows a period of significant instability; after China's 2021 mining ban, Kazakhstan became the world's second-largest Bitcoin mining hub, but the resulting surge in electricity demand—peaking at roughly 8% of the national output—strained the aging power grid and led to regional outages.
To mitigate future energy pressure, the government is proposing a new model that allows mining operations to utilize associated natural gas from oil fields when it is not required for state use. This approach seeks to integrate the industry into a controlled, regulated framework while reducing the burden on the national electricity grid.
