Mayor Ionel Ciocan Accused of Claiming Drought Aid While Selling Harvest
Ionel Ciocan, mayor of the commune Găujani in Giurgiu County, declared 600 hectares of his family’s farmland as 100 % calamity due to drought and obtained state compensation of 1,000 lei per hectare, plus subsidies from the APIA. Despite the declaration, he harvested the same land, producing 5.4 tons of corn per hectare and 2.8 tons of sunflower per hectare, and sold the crops using official documents.
The farm is formally run by his wife, but Ciocan told Digi24 that he personally manages it. He also signed the drought‑declaration on behalf of the town hall and sat on the local commission that assessed the damage, creating a clear conflict of interest. The National Agency for Integrity (ANI) received a petition flagging the conflict, and the Court of Auditors noted the irregularity. The total state aid reported includes 181,960 lei for 154 ha of corn, 25 ha of sunflower and 2.8 ha of peas.
