Moldovan Government Approves Use of Confiscated Assets for Social Projects

The Moldovan government adopted a mechanism to channel assets and money seized from criminal activity into social projects, public services and public‑interest investments. Under the new procedure, the State Fiscal Service will forward information on confiscated items to the National Anti‑Corruption Center (CNA), which will task the Agency for Recovery of Criminal Assets (ARBI) with verifying eligibility. A list of eligible assets will be published on the CNA website twice a year, after which public authorities, NGOs, foundations, religious groups and other non‑governmental entities have 90 days to submit usage proposals. Applications are assessed on criteria such as real community need, maintenance capacity and social impact; approved requests trigger transfer of the assets within 30 days.

From the total confiscated funds transferred to the state budget, 20% will be earmarked for social programmes and 10% for strengthening the institutions that identify, recover and confiscate criminal proceeds. The process is intended to be transparent and monitored to ensure proper use.
