Moldova advances EU accession talks and local government reforms as Bavarian leader Markus Söder visits
Bavarian Minister‑President Markus Söder arrived in Chisinau on 31 July 2026, the first Bavarian premier to visit the Republic of Moldova. He met President Maia Sandu and both leaders stressed the importance of accelerating Moldova’s EU accession, warning against any shortcuts. Sandu reiterated Moldova’s ambition to join the EU by 2030 and urged partners to act with the same resolve. Söder echoed this, calling for rapid decisions and highlighting Moldova’s geopolitical significance.
During the talks the two sides agreed to create a Moldova‑Bavaria Intergovernmental Commission for Economic Cooperation. Moldovan exports to Bavaria have risen by more than 50 % in 2025, reaching roughly €73 million, and both officials invited further Bavarian investment into Moldova.
In parallel, the Moldovan government is pushing a major local‑administration reform. About 85 % of the country’s 890 communes have started a voluntary amalgamation process, with 761 already deciding to merge. The voluntary deadline is 31 August, after which, from August 1, compulsory amalgamation will begin for the 60 communes that have not initiated the process. The reform aims to improve public‑service delivery, attract investment and address depopulation, with financial incentives of €3,000 per resident for merged units. Critics argue the deadline extension does not resolve underlying legal and consultation issues.
