Moldovan Parliament amends national security investment laws

The Parliament of Moldova has amended legislation regarding investments critical to national security. This legislative change follows a controversy involving the airline FLYONE, where authorities required its founders to sell their stakes based on a provision that referenced an abrogated law.

The amendment, proposed by Deputy Radu Marian, was discreetly attached to a project originally intended to address photovoltaic systems and construction regulations. The modification targets Article 6, letter b) of Law no. 174/2021. Previously, this article prohibited investments from individuals deemed a “special danger to state security” based on a definition from Law no. 618/1995, which had already been repealed by the new national security framework, Law no. 249/2025.

While the amendment addresses the existence of the legal gap caused by the repeal of the old law, it does not replace the reference with the current national security law, as was previously suggested by representatives.
