Moldovan parties see state subsidies drop as donations surge
In 2025, Moldova's 38 registered political parties reported total revenues of about 98.2 million lei. State subsidies fell to 60 % of party income, down from 75 % in 2024 and 84 % in 2023, while donations rose to 24 % of revenues, with 84 % of those donations coming from salaried individuals. Three parties – the Action and Solidarity Party (PAS), the Socialist Party (PSRM) and the Party Our – together accounted for roughly 65 % of total funds.
Party membership declined from 173,948 in 2024 to 136,878 in 2025. The report also identified unreported expenses of about 20 million lei, mainly for office maintenance, staff remuneration, travel and promotional materials. Experts from Promo‑LEX urged the Parliament, the Central Electoral Commission and the parties to strengthen transparency mechanisms and improve verification of donations and contributions.
