FlyOne ordered to change ownership control within 90 days after Moldovan security council blocks investment approval

On 22 June 2026 the Council for Examination of Investments of Importance for State Security (CEIISS) in Moldova rejected the approval of FlyOne’s investments in a sector deemed strategic for state security and applied a change‑of‑control clause, giving the airline 90 days to restructure its ownership. The review lasted about 11 months; officials repeatedly requested details on the investment structure, ultimate beneficial owners, and financial links between FlyOne Moldova and its affiliate FlyOne Armenia, as well as any connections to individuals under international sanctions. The council said some of the requested information was not fully provided. The measure is intended to protect national security interests in critical infrastructure but does not suspend operations or revoke licences. FlyOne will continue to operate scheduled flights and honour obligations to passengers and partners while it complies with the ownership‑change requirement. The carrier is Moldova’s largest low‑cost airline, connecting Chișinău with numerous European and Middle‑Eastern destinations.
