Moldova sees over 760 municipalities start voluntary amalgamation of local administrations

More than 760 localities – roughly 85% of Moldova’s 890 communes – have begun the voluntary amalgamation process, a central element of the government’s territorial‑administrative reform. The initiative, overseen by Government Secretary‑General Alexei Buzu, aims to create stronger, financially sustainable units with a minimum population of 3,000 residents. Călărași is currently attracting the most neighbouring villages (16), while Ungheni could add nine, potentially raising its population to about 42,000.

A new joint administration in the Ghindești area of Florești and Șoldănești districts will unite five villages, serving 5,593 residents and receiving nearly 26 million lei in state incentives, including a first‑stage grant of up to 400,000 lei. The government has pledged additional financial support – up to 20 million lei – to all amalgamating entities and plans to finalize the legal framework in the autumn.

Parliament President Igor Grosu urged local leaders to mobilise before the 31 July deadline, warning that opponents spreading misinformation would not halt the reform. While most councils have embraced the change, some mayors express concerns about pressure and consultation adequacy. The authorities will assess progress at the end of July and continue to offer incentives to encourage further consolidations.
