Moldova’s Public Sector Salary Rankings Reveal BNM Leads High Earners

An analysis presented by Prime Minister Vasile Tofan, based on State Tax Service data for roughly 40,000 employees across 125 public institutions, identified the highest net salaries in Moldova’s public sector. The National Bank of Moldova (BNM) tops the list with 124 employees earning more than 50,000 lei per month, including 61 who receive over 80,000 lei. State enterprise Moldatsa follows with 102 staff above the 50,000‑lei threshold, 60 of whom exceed 80,000 lei. The National Agency for Energy Regulation (ANRE) ranks third with 36 high‑earners, six of them above 80,000 lei. Median net salaries are highest at ANRE (43,981 lei) and Moldatsa (43,200 lei). Overall, about 85.8% of the surveyed public workers earn less than 20,000 lei, with a sector‑wide median of roughly 9,000 lei.

Separately, economist Dumitru Barbalat—an independent jurist and former director of the Real Economy Department at Moldova’s Ministry of Economy—published a five‑year economic review. The study assesses the ratio of long‑ and short‑term debt to assets for all active Moldovan enterprises as of each year‑end, highlighting fiscal pressures, inflation, and rising living costs that inform tax‑policy discussions.
