Molise faces low IMU but high regional tax burden amid Italy's fiscal gaps

The Molise region records some of the lowest IMU property taxes in Italy—€844 per year for second homes in Campobasso and €730 in Isernia—well below the national average. However, residents also carry the country's highest regional IRPEF add‑on, up to 3.33%, on top of low average wages, creating a disproportionate fiscal strain.

In the neighbouring Marche region, mortgage demand remains steady with an average request of about €123,300 in the first five months of 2026. Applicants are shifting toward variable or mixed‑rate loans, which now account for roughly 7.8% of requests, while fixed‑rate loans remain popular. Provincial averages vary, with Pesaro and Urbino topping the list at €131,406 and Ancona at the lower end at €116,689.
