Moncloa launches Strategic Investment Committee to streamline Spanish investments
The Spanish government has officially launched the Strategic Investment Committee through a Royal Decree, an instrument intended to streamline investments within the country. The committee will be attached to Moncloa under the Economic Office directed by Manuel de la Rocha, who will serve as president alongside the Secretary of State for Economy, Israel Arroyo.
The committee structure includes five vice-presidencies representing the Presidency of the Government, the Ministry of Industry and Tourism, the Ministry of Finance, the State Secretariat for Energy, and the Ministry for Digital Transformation and Civil Service. Notably, the leadership structure excludes the ministries managed by the Sumar coalition, such as the Ministry of Labor.
While the committee includes 14 vocalías that allow for representatives from Sumar-led departments like Health or Labor, the core decision-making power remains centralized. The National Commission on Markets and Competition (CNMC) previously raised concerns that this inter-ministerial body could exercise excessive discretionary power. Under the new regulations, companies seeking strategic investment status can expect a definitive response within three months.
