Monclova strengthens regulations against animal abuse
The municipality of Monclova has strengthened its legal framework to combat animal abuse. Following public outcry regarding the rescue of dogs from the Frichem Foundation in Castaños, the City Council approved adjustments to the Animal Welfare Center regulations. These changes aim to provide municipal authorities with greater legal certainty when receiving reports, intervening in cases of neglect, and applying administrative sanctions.
Local authorities are coordinating with the Prosecutor's Office and public ministries to handle cases that may lead to criminal investigations. The Animal Welfare Center is currently managing an average of 10 daily reports involving issues such as tethered dogs, animals left on rooftops, and pets left unsupervised in public spaces.
Aniela Flores, director of the center, noted that unsupervised pets pose risks including accidents, attacks, and public health concerns. While officials prioritize dialogue and education, the new regulations ensure a robust legal basis for enforcement and follow-up procedures.
