Montenegrin Administrative Court annuls dismissal of Ulcinj Mayor

The Administrative Court of Montenegro has overturned the decision by the Ulcinj Municipal Assembly to dismiss Omer Bajraktari from his position as Mayor. The court ruled that the May 2024 decision lacked valid legal reasoning and failed to provide specific grounds for his removal, violating administrative procedure laws.

In its ruling, the court found that the dismissal was conducted without the necessary justifications, rendering the decision unlawful. As a result, the Ulcinj Municipal Assembly has been ordered to reimburse Bajraktari for legal costs totaling 847 euros.

Legal counsel for Bajraktari stated that the ruling confirms the dismissal was politically motivated rather than based on legal merit. While the verdict does not automatically reinstate Bajraktari to his former role, it mandates that the Municipal Assembly must conduct a new, lawful proceeding to address his status.
