Montenegrin cultural actors request extension for Law on Culture debate

Thirty-six actors from the Montenegrin cultural scene, including the Don Branko Sbutega Foundation, have formally requested the Ministry of Culture and Media to extend the public debate regarding the Draft Law on Culture. The group is seeking an extension of at least 30 days, specifically until October 15, 2026, to allow for more inclusive participation.

The signatories argue that the current debate period, running from August 4 to September 14, coincides with summer holidays and an intense cultural season, placing an undue burden on professionals. They also criticized the current consultation format, noting that only one two-hour roundtable is scheduled just seven days before the debate concludes.

To ensure a high-quality and legitimate law, the group is calling for multiple thematic consultations to address the diverse needs of the sector. They cited Venice Commission recommendations emphasizing public involvement in complex legislative processes and noted that previous consultations in 2025 saw participation from only four entities.
