Montenegrin mobile users can terminate contracts over price hikes

The Agency for Electronic Communications and Postal Services (EKIP) has clarified that mobile telecommunications users in Montenegro have the right to terminate their contracts if operators unilaterally change terms, such as increasing service prices.

According to EKIP, while the Law on Electronic Communications does not prohibit operators from proposing one-time changes to contract terms or prices, they must notify users clearly via written or electronic means on a permanent medium at least 30 days in advance. Users must be informed of their right to terminate the contract before its expiration without paying termination fees if they do not accept the new conditions.

This clarification follows price increases by major operators—Crnogorski Telekom, Mtel, and One—since the beginning of the year. This comes amid ongoing scrutiny by the Agency for Protection of Competition (AZK) regarding potential cartel agreements between the three companies, specifically concerning minimum prepaid top-up amounts.
