Montenegrin parliamentary majority urges GP URA to reach agreement on constitutional changes

The parliamentary majority in Montenegro has issued an urgent appeal to the Civil Movement URA (GP URA) to submit any political requirements or objections regarding proposed constitutional amendments by Tuesday, October 13. These amendments, which are aligned with the European Commission, aim to introduce integrity checks for future government members—a key condition for closing negotiation chapter 23 and advancing EU accession.

In response, GP URA has stated they will not submit specific demands to facilitate a vote, rejecting what they describe as “political bargaining over seats.” The party maintains they will vote based on the quality of the proposals and the best interests of citizens rather than participating in negotiations. They criticized the majority for communicating via informal channels like WhatsApp and accused the current leadership of failing to address previous URA proposals regarding wages, pensions, and social benefits.

Political tensions remain high as the ruling majority lacks the necessary two-thirds majority without URA's support. Meanwhile, opposition parties like the DPS have signaled they will not support the amendments unless issues regarding the removal of parliamentary speaker Andrija Mandić are addressed.
