Montenegro advances EU reform agenda, securing €97 million and boosting regional public‑administration cooperation

Montenegro's ministries of European Affairs and Finance presented the fourth semi‑annual report on the country's EU Reform Agenda for 2024‑2027. The report lists 34 completed items, which will unlock €97 million for Montenegro, with feedback from the European Commission expected within 90 days and fund disbursement slated for September. The overall EU programme allocates €383.5 million to Montenegro, of which €89.2 million has been approved and €41.5 million already paid as credit support. A fourth payment request is to be submitted on 15 July.

In a related development, Montenegrin Minister of Public Administration Maraš Dukaj met Bosnia and Herzegovina's Justice Minister Davor Bunoz. The ministers discussed reforms to create a more professional, efficient, citizen‑focused public administration, emphasizing digital transformation, AI solutions, and regional cooperation through platforms such as the Regional School for Public Administration (ReSPA) and the CAF model. They agreed to strengthen ties via joint trainings, projects, and institutional dialogue, viewing these reforms as essential for EU accession.
