Montenegro proposes critical infrastructure law and worker protections

The Montenegrin government has submitted a proposal to Parliament for a new Law on the Resilience of Critical Infrastructure. The legislation aims to protect essential services and facilities vital to national security, public health, and economic stability. The law covers 11 key sectors, including energy, transport, banking, healthcare, digital infrastructure, and food production. Under the proposal, critical entities will be required to establish resilience teams, conduct risk assessments, and implement security measures. Non-compliance may result in fines of up to 20,000 euros.

Separately, the Montenegrin Parliament has adopted amendments to the Criminal Code to strengthen legal protections for educators and healthcare professionals. These changes aim to provide a more robust mechanism for addressing attacks or unacceptable behavior toward workers in these public interest sectors. While representatives from the medical and educational communities have welcomed the move as a significant step toward workplace safety, some officials noted the importance of ensuring the law is not misused to stifle legitimate grievances from citizens.
