Montenegro and Albania request NATO assistance against Russian disinformation

Defense ministers from Montenegro and Albania, Dragan Krapović and Ermal Nufi, have called on NATO to deploy expert teams to combat increasing Russian disinformation and hybrid threats in the Western Balkans. In separate interviews, the ministers warned that social media campaigns are being used to destabilize their societies and incite hatred.

Montenegro is working toward EU membership by 2028 and faces parliamentary elections in the summer of 2027. Albania aims for EU accession by the end of the decade and will hold local elections in May. Both officials noted that their current capacities regarding equipment modernization, human resources, and strategic communication are insufficient to counter sophisticated online influence operations.

In Albania, Prime Minister Edi Rama has accused Russia and Iran of fueling anti-corruption protests that began in May. However, local experts have noted a lack of evidence to support claims that foreign powers are directly driving these specific protests, suggesting they may be attempts to delegitimize domestic discontent.
