Montenegro and Croatia impose summer construction bans

The municipality of Kotor in Montenegro has enacted a temporary ban on all new construction and building work from 15 June to 1 September across dozens of historic and urban districts, including the Old Town, Dobrote and several coastal villages. The order allows emergency and urgent interventions and requires permits for any exceptions; violations can be fined between €150 and €10,000.

In Croatia, the coastal community of Kostrena has issued a similar ban on all earth‑moving and mechanised construction activities from 1 July to 31 August. The restriction covers foundations, walls, roofs and related works, except for public‑service facilities and projects deemed of national interest. Local authorities will monitor compliance and require contractors to restore any public spaces occupied during the ban.

Both bans aim to protect tourism areas during the peak summer season and to minimise disruption to residents and visitors.
