Montenegro: ASP proposes doubling cultural funding

The Action for Social Justice (ASP) has submitted formal comments to the Ministry of Culture and Media regarding the Draft Law on Culture in Montenegro. The organization is advocating for a significant increase in state funding for culture, proposing that allocations be raised from the current 2.5 percent to 5 percent of the budget.

ASP also recommends the mandatory adoption of a multi-year strategic document for cultural development, such as a national plan or program, to ensure clear priorities and public participation in policy definition. Additionally, the organization is calling for the public availability of all Ministry-maintained registers, including those for independent artists and cultural institutions, and suggests the introduction of annual public competitions specifically for non-governmental organizations involved in the cultural sector.
