The complaint alleges abuse of official position and organized criminal activity related to the electricity supply for the Aluminum Plant Podgorica (KAP).

The allegations center on a financial scheme from 2012 that reportedly cost the Montenegrin state budget tens of millions of euros. According to the complaint, Montenegro Bonus was allegedly forced to act as an intermediary to pay for electricity consumed by KAP, which the company never reimbursed, thereby endangering state assets.

Other individuals named in the complaint include former Economy Minister Vladimir Kavarić, former Montenegro Bonus executive director Aleksandar Kašćelan, and former Elektroprivreda Crne Gore board chairman Srđan Kovačević. The investigation aims to determine the roles of various high-ranking officials and entities in facilitating the scheme to benefit private structures.
