Montenegro central administration spending reaches millions in first half of 2026

Montenegro central administration public spending official travel expenses service contracts consultancy fees

A monitoring study by Action for Social Justice (ASP) reveals significant spending by Montenegro's central administration during the first six months of 2026. The administration spent 4,660,681 euros on official travel, which accounts for 51.2 percent of the total annual budget allocated for such purposes. Monthly travel expenditures peaked in June at 1,222,555 euros.

In addition to travel, representation costs reached nearly 550,000 euros, consuming approximately 50 percent of the projected annual budget. The study also highlights substantial spending on service contracts and consultancy services. Over 9.7 million euros were spent on service contracts, representing nearly 61 percent of the annual budget, while consultancy services cost 14.7 million euros, utilizing about 29 percent of the yearly allocation.

The central administration includes employees within the government, ministries, parliament, judiciary, and the health and education systems.
