Montenegro Closes EU Chapter 8 on Competition, Boosting Market Fairness

Montenegro has temporarily closed Chapter 8 – Competition – in its accession talks with the European Union, signalling that its competition legislation now meets EU standards. Nebojša Jovović, director of the Agency for Protection of Competition and head of the Chapter‑8 working group, said the closure “means an end to market privileges and more chances for citizens and businesses.”

The move is expected to lower prices, broaden product choice, improve quality and enhance consumer protection. It also strengthens legal certainty for investors, which should attract more investment, create jobs and support sustainable economic growth.

Jovović emphasized that fair competition requires all market participants to operate under the same rules, preventing cartels, abuse of dominant positions and unlawful state aid.
